
More than half of Medicare beneficiaries choose to enroll in Medicare Advantage plans—private health plans that can provide some extra benefits and services on top of the traditional Medicare benefits. To keep these private plans affordable for the taxpayers and beneficiaries who fund the program, Medicare Advantage enrollees are subject to limited provider networks, and plans use utilization management, particularly prior authorization, to manage the cost of care. By determining whether to cover a medical treatment or limit the duration of a service, these techniques should help reduce use of low-value services. Yet research has shown that prior authorization has resulted in unnecessary delays and inappropriate denials of care and needs re-examining.
